Can Admins create an Account for a Customer?

Yes, Admins can create Accounts on behalf of Customers. The information you will need is:
First Name
Last Name
Email address
To do so inside the Admin Dashboard
Navigate to the Customer tab of the dashboard
Click on Create Customer
Enter the Customer’s name and email address
And the account is created! Now, the customer can log into their account by Resetting their password on the log in screen.
